I've always had Windows and I just bought a Mac to upload games to the app store for iOS phones. I have read that I have to have an OS X Mac, but my Mac is macOS Sierra. Did I just waste $2k on a Mac?

You have not, macOS is the new OS X and you can upload your app to app store as long as you have an Apple Developer's account. Learn more about archiving your app and uploading it to the app store here if you are confused.

I need Google Firebase for my app. But I just realized it requires Xcode 10.1 and I currently have Xcode 9.2. I can not update Xcode with my 2018 MacBook. I have already written a large amount of code and integrated firebase into my app. How can I get Xcode 10.1 on my laptop? I need any solution. I currently have the 2018 macbook with MacOS Sierra. Tell me if you need more information.
You should be able to download it from the Mac App Store via the Software Update panel. Xcode updates will not delete existing Xcode Projects.

I am currently trying to find a way of how to get XCode Beta 8.2, but have not found one yet. I would like it if anyone could leave some suggestions on how to get it. I want to get 8.2 beta because I am trying to run my app on my iPhone which has ios 10.2 installed, which is not possible without having the correct XCode version corresponding with your current OS on the device.
You'll need to download the beta version of Xcode 8.2 in order to build for iOS apps that are running the iOS 10.2 beta versions.

Is it possible to submit an app with apple watch support to App Store without apple watch. Its too expensive for me, but i want to make support for others, who have.

It is possible. Apple can't and won't check if you own the device.
Be aware that your app may work in a different way on a real device or even crash. You should always test your App on all devices it supports.

Apple developer site is down. So I can't add the new UDIDs in my developer account. But now I have to install the app on my all iOS devices (UDIDs not added in developer account). So can anyone tell me how to install the apps on iOS devices without adding UDID? I have searched a lot and tried some methods but failed. Please let me know if I am not clear.
There is no legal way to do that, unless you distribute under the Enterprise license.

i'm about to release a mac app/ ios app combo.
ie - an ios app that talks to a mac app.
I'm already part of the ios developer program, but dont want to pay another $99 for the mac developer program.
Since my mac app is free, I've read that I dont really need to sign up for the mac developer program. I can just have users download it from elsewhere.
My question is...
Are the ios review people going to have a problem downloading my mac app if it's not in the mac app store? (they'll need my mac app to test and review my ios app).
As far as I know, that's fine. It's not in the rules and I've seen several applications in the past which required a Mac app which wasn't available on the app store (for example, apps that can't be sandboxed, etc).
